Charles Grant, director of the Centre for European Reform speaks to Edward Stourton about how the European Union might change after Britain leaves. "The wind is back in Europe's sails", according to European Commission President Jean-Claude Juncker. In September, in his annual address to the European Parliament, he set out a bold dream for the future. Soon afterwards it was echoed by another, this time from French President Emmanuel Macron who declared that "the only path that assures our future is the rebuilding of a Europe that is sovereign, united and democratic". Amongst the proposals that the two leaders put forward were a European budget run by a European finance minister, an enlargement of the Schengen passport-free travel zone, and much closer collaboration on tax, defence, and a host of other issues.

Is Britain having second thoughts about Brexit? And if it fails to secure a satisfactory exit deal, could it call the whole thing off? “I think it’s possible but unlikely,” said John Springford of the pro-Europe Centre for European Reform. “If we were going to reverse Brexit without a huge backlash, there would have to be quite a significant shift in public opinion. But we’ve had lots and lots of opinion polls, and they all produce a similar result as last year’s referendum: about fifty-fifty,” Springford said.

Three years later, Russia’s invasion of Crimea persuaded many European leaders of the need for closer defence. “It has failed in the past. There is a window of opportunity now that they have seized on, led by predominantly Germany and France, to build this group of 23 who want to integrate more closely,” says Sophia Besch, security and defence analyst at the Centre for European Reform....“The strong sense in Europe that America will no longer be there to rescue them, and that they have to get serious, that they have to grow up on defense themselves. Then secondly, we’ve had Brexit. The UK has always been critical of European defence integration on the EU level,” says Besch.
